I gather to be fair, those residing at Honiara should not be allowed to vote at home unless they only visit town for shopping. The same applies for those living at home (i.e no kam long Town for vote).
candidates are encouraging this by hiring ships to cart voters back to their constituencies. Bye elections are often really bad times when Honiara residents rush home to simply cast their votes. I think the Electrol Commission should investigate these practises and laws must be strenghtened to avoid this problem in the future.
